You can access those department’s records though a VPN service that bypasses geo-restrictions and censorship. I have Bitdefender which offers ironclad security. There are other fast paid VPN services to choose from. My webhost, NameCheap, offers a promo of $0.99 a month. Or you can choose the free versions of VPN programs with limited features. Avira offers free 500 mb a month. Check carefully.
